Without refresh you get the classification already stored for that domain. With refresh=true the site is crawled again and classified live.
A stored result returns immediately. A live crawl can take up to about 25 seconds.
It returns Klazify categories with a confidence score from 0 to 1. For the IAB id, use the IAB Categories API.
Use refresh=true when the page changed, or when that URL has never been classified. Leave it off when the stored result is enough.
